A Weatherford man is charged with lewd or indecent acts to a child 16 or under, according to an affidavit issued by Custer County District Court.

Jay Clayton Richardson, 58, was accused of the charges after allegedly making sexual advances with a 15 year-old victim, according to court records.

Richardson allegedly was with his neighbor who was 15 at his residence. Richardson and the mother were business partners. The mother allowed the victim to go to Richardson’s house. According to court records the mother said she knew Richardson had a sexual battery charge, but still allowed her daughter to go to his house.

When the victim would go to Richardson’s house they would watch movies together. Richardson also allegedly put his hands on the thigh of the victim, touch her in inappropriate places and cuddled with the victim. Richardson also allegedly took photos of the victim and her 13 year-old sister, according to the affidavit.

Richardson denied the allegations during an interview with police. The suspect confirmed the victim would come to his house and he would let her use his phone. Richardson claimed he didn’t know what she did on his phone or who she was chatting with. He admitted to taking pictures of the victim on Snapchat, but deleted the photo soon after, according to court records.

The victim’s mother also had an intervie with police and said she was first informed of the relationship by a resident who lived with Richardson. She told the mother she had seen some interaction between Richardson and the victim which concerned her. The mother of the victim believed Richardson was a good guy. The mother of the victim later was notified by the victim what Richardson had been doing. The mother then brought her daughter to the Weatherford Police Department (WPD). A WPD detective informed the mother Richardson is a registered sex offender. The mother said she had no idea, according to the affidavit.

The victim in the incident interviewed with police. The victim said she went to Richardson’s house to play on his phone and watch television. The victim said while she was at his house he started touching her on the shoulder and inappropriate areas, as the victim attempted to walk away Richardson pulled her closer. The victim said she was able to get away and sat on the couch and tried to not act suspicious or act like it bothered her. While Richardson had his hand on the victim she took a picture without him noticing and sent it to a friend. The victim said she felt like she couldn’t leave. One of the residents of the home walked in the house and the victim took the opportunity to leave. When she got home she informed her parents of what happened, according to court records, according to court records.

The home owner said he was aware of Richardson’s past and confirmed the children visited often.

Police interviewed a second resident who confirmed the victim and Richardson had close contact, including asking herself why a 58 year old would snuggle up to a 15 year-old and watch cartoons.

A third witness explained a day he came home and was surprised how close Richardson and the victim were sitting.

WPD provided the Oklahoma State Bureau of Investigation with Richardson’s phone. After a search of the phone OSBI provided WPD a copy of what they found. According to the affidavit, police found deleted photos of the victim on Richardson’s lap and a picture of the victim’s sister standing in a doorway. Nothing provocative of the victim or her sister was found on the suspect’s phone, according to court records.

Richardson has been booked in Custer County Jail, but as of press time Thursday has not been scheduled for a court hearing, according to the affidavit.
