County approves contract for jail roof replacement

The Custer County Board of Commissioners approved a contract with ARMKO Industries, Inc., to replace the roof at the Custer County Law Enforcement Center during its meeting Monday morning.

The board has discussed this contract the last three meetings After last week’s discussion, District 1 Commissioner Wade Ander said he wanted to speak with other contractors to see what they thought of the architect firm.

Anders said the contractor he spoke with thought using the agency would be a “waste.” Some of the reasons provided by the contractor were manufacturers would do their own inspections to ensure the work was done properly before a warranty could be activated and drawing up specifications would be easy enough to handle on its own.

The contractor also recommended another company to Anders. However, District 2 Commissioner Bruce Walker already spoke with that company, and he said they spoke highly of ARMKO.

After some brief discussion, the board agreed they did not have the expertise to ensure all the work was being done properly and decided to approve the contract with ARMKO. The firm will charge 5.5 percent of the total bid price.

In other business, the board opened bids for a project at the Custer County Fairgrounds to add a new education room and handicap accessible bathroom to the sale barn. The board received two bids; however, one was late and would not be opened or considered.

The valid bid was from J. Rose & Company, LLC, in Clinton for $169,800. The bid was tabled for two weeks, allowing the fair board time to discuss and give their recommendation.

The board approved a $53,326 transfer from M&O to Capital Outlay. County Clerk Melissa Graham said this was CARES Act money moved to cover new radios for the sheriff’s office.

The board approved a Local Emergency Management Planning Committee Tier II agreement for the 2021-22 fiscal year. Emergency Manager Mike Galloway said he has to keep track of all the hazardous material in Custer County and share that information with the county fire departments.

The board also approved the Emergency Management Performance Grantfor the 2021-22 fiscal year which runs from October 2021 to September 2022. The board approved adding Walker to the health department board. He replaces a member who has been unreachable “for some time now.”

The board approved blanket purchase orders and purchase orders for payment. The board took no action on COVID-19 procedures for the courthouse.
