Clinton man charged with kidnapping

Jacob Ryan Mann, 29 of Clinton, has been charged with kidnapping, domestic assault and battery, and domestic assault and battery by strangulation from an incident April 27, according to the affidavit of probable cause filed with the Custer County District Court.

Mann’s girlfriend, the victim, reported the incident May 14, which happened April 27, at Mann’s residence in Clinton. She spoke with Detective Ray Hammans at the Clinton Police Department, court records show.

The victim said everything was fine until Mann allegedly pulled her hair on accident. The victim told Mann it hurt and she said it “flipped a switch” in Mann and he allegedly became angry, according to court records.

Mann allegedly began threatening to kill the victim if she ever tried to leave him. The victim said, at one point during their argument, she went outside to get in her vehicle and leave. Mann allegedly followed her outside, grabbed her by the hair and dragged her inside against her will, court records show.

The victim said Mann also allegedly got behind her and put her in a choke hold. She said she was unable to breathe during this time and felt as though she could pass out. She said Mann then allegedly let go of her and told her he was not going to kill her on that day, according to court records.

Then, Mann allegedly went to his bedroom and retrieved his pistol. The victim said Mann allegedly made her hold the gun, with his hands over hers, and point it at him. Mann allegedly told the victim she better kill him before he killed her. He allegedly pulled the trigger himself while the victim still was holding the gun, and it was then the victim learned the gun was not loaded, court records show.

Eventually, the victim said they fell asleep, but the next morning Mann allegedly threatened to kill her again. The victim finally was allowed to leave the morning of April 28 and was picked up by a friend due to Mann allegedly hiding her car keys, according to court records.

The victim said, during the course of the next few days, she continued to try to break up with Mann. She said she was scared of Mann and was trying to let him down easy. The victim said Mann allegedly head butted her during an argument May 5, court records show.

The victim said she did not report the alleged abuse earlier for fear of what Mann would do to her, her children, her ex-husband, her friends and co-workers. She said Mann allegedly threatened to hurt and kill them all while making her children watch, according to court records.

Detective Hammans confirmed the victim’s story with the friend who picked her up after the April 27 incident. The friend said the victim told her everything that happened and “broke down” crying, court records show.

A protective order was filed by the victim against Mann May 13. A warrant in the amount of $50,000 was issued for Mann’s arrest, which was returned May 18. He is scheduled to appear in court July 10, according to court records.
